Possibly 39, which gives (3x9=27, 2+7=) 9. Not sure of this so please do add if you have got a lower answer.
Also, is it right in assuming that he buys new currency at the start of the day before spending anything?

It is probably 4 as
Day 1
Max will know that Jenny can see at least 1 steel bar.
Jenny will think if Max had seen 18/19 bars, he would have answered 20 but he saw less than that, so he must have seen at most 17.
Day 2
Max will know that Jenny can see at least 3 steel bar. Because, if she saw 2 then the max bars could have been 19 giving the answer 18.
Jenny will think if Max had seen 16/17 bars, he would have answered 20 but he saw less than that, so he must have seen at most 15.
Day 3
Max will know that Jenny can see at least 5 steel bar. Because, if he saw 4 then the max bars could have been 19 giving the answer 18.
Jenny will think if Max had seen 14/15 bars, he would have answered 20 but he saw less than that, so he must have seen at most 13.
Day 4
Max will know that Jenny can see at least 7 steel bar. Because, if he saw 6 then the max bars could have been 19 giving the answer 18.
He can see 12. So the answer is 20 and they escape.
So the answer might be 4.
